Learn about the CIP
Modernizing today for tomorrow’s wastewater challenges
As a vital business and residential center, Silicon Valley requires a modern, state-of-the-art treatment plant to reliably clean its wastewater. The Facility is addressing this need through its Capital Improvement Program (CIP), rebuilding infrastructure worn from over 60 years of nonstop service, and updating treatment processes with exciting new technologies.

The CIP plans and carries out selected projects recommended by the 2013 Plant Master Plan, which envisions $2 billion in Facility investments over the next 30 years. Key CIP elements include:
  • Infrastructure rehabilitation at all stages of the treatment process for greater efficiency and reliability.
  • New, more efficient biosolids (sludge) dewatering and drying processes to better control odors and reduce the operational footprint.
  • New methods of generating energy to sustainably power Facility operations.


Highlighted Projects
The CIP projects scheduled to begin between 2014 and 2023 are currently estimated to total approximately $1.4 billion. For more cost-effective delivery, these projects were grouped by process areas into four packages:
  1. Liquids Processing
  2. Solids Processing
  3. Plant-wide Facilities
  4. Power & Energy

The projects highlighted here are in the construction or post-construction phase:

Liquids Processing
Iron Salt Feed Station Iron Salt Feed Station
To enhance the primary treatment process, a new ferric chloride feed station will help control hydrogen sulfide levels and a new polymer feed station.
Headworks Critical Improvements
Headworks Critical Improvements
Critical improvements will ensure the safety and reliability of the Headworks.

Solids Processing

Digester and Thickener Facilities Upgrade
Four existing digesters, all between 30 and 60 years old, will be upgraded to maintain reliable processing capacity.

Plant-wide Facilities

Construction Enabling Improvements
Construction-Enabling Improvements
This project includes access improvements, security, parking, contractor trailer space and laydown areas, as well as widening of Zanker Road to provide necessary construction infrastructure.
Plant Instrument Air System Upgrade
Plant Instrument Air System Upgrade
The existing instrument air compressor system at the Secondary Blower and Nitrification Buildings will be upgraded with a new system, providing redundancy and back-up air supply to support operations in the event of an extended power loss.


Power & Energy
Digester Gas Compressor Upgrade
 
Digester Gas Compressor Upgrade
Two new digester gas compressors replaced 40-year-old gas compressors that were at the end of their useful life.
Emergency Diesel Generators
Emergency Diesel Generators
The Emergency Diesel Generators provide an emergency back-up system to operate the Facility when utility power is lost.

Cogeneration Facility 
The Cogeneration Facility will use digester gas produced from the anaerobic digestion of wastewater solids to produce heat and up to 12 megawatts of electrical power.
